General Description:
The University of Tennessee Municipal Technical Advisory Service (MTAS) seeks applications for a Municipal Training Consultant in its Nashville office. MTAS is an agency of the University of Tennessee Institute for Public Service that provides technical assistance, consulting, training and research services for Tennessee towns and cities.
The Training & Development Consultant provides program design and curriculum development for all aspects of the MTAS training efforts. This position designs new programs, revises current programs, conducts and markets programs, and continually looks for ways to innovatively distribute knowledge and improve skills for the municipal appointed and elected officials of Tennessee.
This includes statewide, supervisory, customized training modules, retreats, organizational development, and web-based courses for the MTAS client base, which covers all municipalities and their various departments within the state of Tennessee. Performs other special project work as assigned.
Duties and Responsibilities:
Curriculum Development: Conducts formal and informal needs assessments, meets with customers and subject matter experts to develop course content and determines the best methodology for delivery of courses to appointed and elected municipal officials throughout the State of Tennessee. Creates training classes from conception by conducting research; exploring resources; developing exercises, course content, PowerPoint presentations, and student manuals. Curriculum development includes development for classroom and web-based sessions.
Curriculum Review and Implementation: Ensures quality control of all curriculum developed by implementing standard formats for lesson plans and course material. Meets with MTAS subject matter experts to ensure standards are understood and met. Extensive teaching of training classes and conducting training programs.
Administration and Professional Development: Includes team meetings, agency meetings and retreats, special projects and committees, maintaining records on all relevant activities including the agency databases for work products from projects and questions for use by MTAS consultants and for references by cities. Includes time spent to remain current in fields of expertise. This involves time at professional meetings, conferences, seminars, and training classes, and professional reading.
Required Qualifications:
Education:
Requires a Bachelor’s degree; a Master’s Degree in Adult Education, HR Development, Organizational Development, MPA or a related field is preferred.
Experience:
A minimum of four years of experience in adult education, education, training or a related field is required. Prefer experience in an adult educational or governmental environment.
Knowledge:
Computer software knowledge in Microsoft Office applications (MS Power Point, MS Excel, MS Word, etc.) is required. Requires knowledge of adult instructional theory and principles. Knowledge of instructional design and training methodologies is required.
Knowledge of and ability to use a learning management system and basic web-content editing is preferred. Training certifications are preferred.

Requires the skill of independent planning and ability to process requests.

The position requires the ability to:

· Use teaching aids and techniques,
· Speak effectively before groups,
· Work effectively with colleagues, city officials and university staff, and
· Obtain certifications through the Association for Talent Development or other related professional organizations.
Work is both in the field, as well as, in the office, and as such, requires ability to constantly schedule and update work activities.
