Mechanicsburg Child Welfare Training Programs – Pennsylvania-Mechanicsburg – (22006446)

The Pennsylvania Child Welfare Resource Center (Resource Center) in the School of Social Work at the University of Pittsburgh is currently seeking a qualified Program Development Specialist. The Program Development Specialist will be responsible for providing leadership and coordination of activities to facilitate and sustain positive change in Pennsylvania’s (PA) child welfare system with the primary focus area being supporting state child welfare efforts associated with development, implementation and monitoring of a Universal Assessment Tool. The goal of the Universal Assessment Tool and process is to assess the general functioning of families and ensure the quality assessment of risk and safety of children and youth known to the child welfare system. The tool will also assist in identifying strengths and concerns that are present within the family which guide how agencies provide additional supportive services to address identified needs. Supporting these efforts requires strong project management and writing skills to organize and execute reports and chartered activities.

The Program Development Specialist serve as the subject matter expert and work closely with other departments within the Resource Center, the PA Department of Human Services/Office of Children Youth and Families (DHS/OCYF), cross system partners and county children and youth agencies and other external stakeholders to support successful and timely completion of project benchmarks. The Program Development Specialist functions as a team member of the Statewide Quality Improvement Department for the University of Pittsburgh’s Resource Center.

A combination of equivalent experience and education will be considered for University guidelines. Must be able to travel long distances on a frequent basis, lift up to 30 pounds, set up and prepare audiovisual equipment for meetings and presentations, and stand for up to 3 hours. PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check will be required as a condition of employment.

The Child Welfare Resource Center operates in a hybrid work approach where work can be completed remotely, in the Mechanicsburg office, and in the field as necessary and appropriate. Time for this position is estimated as 80% remote work, 10% in the Mechanicsburg office, and 10% in the field. Typical field travel required will be statewide throughout the Commonwealth. Bachelor’s degree with 10 years of experience or a Master’s degree required in Social Work, Social Services, Public Health, Organizational Development, or Adult Education. Of that 10 years, minimum of five years’ experience in child welfare and/or related human service field required. Knowledge of the Pennsylvania’s Practice Model and Pennsylvania Child Welfare Practice is preferred. Experience in continuous quality improvement efforts is preferred as is experience in project management and facilitation of groups. Professional experience as it relates to the use of functional assessment tools in child welfare is preferred. Experience working with ethnically and culturally diverse populations preferred. A commitment to achieving equity and inclusion in the child welfare system is a must.
