Mechanicsburg Child Welfare Training Programs – Pennsylvania-Mechanicsburg – (23005760)

Evaluates business requirements and performs moderately advanced data integration and analysis. Develops moderately advanced analytical and reporting tools utilizing integrated data. Provides technical support.

The University of Pittsburgh’s Mechanicsburg Child Welfare Resource Center is seeking a Data Manager to join the Research and Evaluation Team. The Research and Evaluation Data Manager will: • Manage the ongoing receipt, processing, integration, and storage of data in preparation for analysis and reporting. This includes the following: – Organize, clean, and format large amounts of data from external and internal platforms and stakeholders- Collaborate with Technology staff to ensure data are in an analyzable format – Explore data inconsistencies to identify and remedy issues – Develop standards of operation when handling and archiving data, including creating data dictionaries and documentation- Develop functions, macros, templates and other utilities for creating reusable code for data cleaning and reporting- Build programs to create data files/tables from delimited files and other data sources and load them to a relational database- Perform validation and quality assurance aspects of programming activities- Create/define new variables from existing data- Support team to access and extract data from databases- Collaborate with team to develop and implement programs and plans to manage, manipulate, and analyze complex data sources to answer research questions – Ensure data and information security by integrating and upholding digital security systemsPrefer candidates with a Bachelor’s Degree to have at least five years of working experience in data management, data analysis, or other data administration functions including collection and distribution; Prefer candidates with a Master’s Degree to have at least three years of experience. A combination of equivalent experience and education will be considered per University guidelines. Preference will be given to candidates who have experience maintaining the security of private and sensitive information, as well as working in collaboration with statewide and county level system data. In addition, proficiency with SQL Server, Tableau, and SPSS is preferred, as is experience with Python and/or R, SAS and/or STATA. A valid driver’s license is required. Experience working with ethnically and culturally diverse populations preferred. A commitment to achieving equity and inclusion in the child welfare system is a must.The Child Welfare Resource Center operates in a hybrid work approach where work can be completed remotely, in the Mechanicsburg office, and in the field as necessary and appropriate. Time for this position is estimated as 90% remote work, 5% in the Mechanicsburg office, and 5% in the field. Typical field travel required will be statewide throughout the Commonwealth. PA Child Abuse History Clearance, PA State Police Criminal Record Check, and FBI Criminal Record Check will be required as a condition of employment.
